What activities can be supported by the program?

Priority will be given to innovative courses, training of trainers or training for the development of soft and specific skills needed to work in global services.

Uruguay XXI and INEFOP will support all the activities necessary for the development of the training plans, among which we highlight: curriculum design, training of trainers, administration and academic management, recruitment of participants, other expenses associated with the implementation (teaching hours, infrastructure, among others).

What is the maximum amount of support?

Approved training plans may be subsidized with INEFOP and Uruguay XXI funds from a minimum of 40% to a maximum of 70% of the total cost of the project.

Two co-financing modalities with different characteristics and objectives are defined.

Projects may integrate more than one modality, in which case the corresponding co-financing % will be applied.

Modalities:

(a) Creation of new jobs in the global services industry - 70%.

Objectives: to encourage and facilitate the establishment of new companies, as well as the expansion or development of new operations of existing companies.
The maximum amount to be co-financed by the Program in this modality -new positions- is 70%, with the remaining amount to be assumed by the proposing company. In the event that the participants make financial contributions for training, these must be less than the contribution assumed by the proposing company.

A 40% subsidy would be granted for participants who do not join the company, but complete the training.

Do proposals must include counterparts?

Yes, the percentage not assumed by the program's contribution will be distributed among the proposer and may include contributions from participants and partner training institutions.

The amounts to be supported may include both cash expenditures and the use of the infrastructure of the proposing companies or educational institutions.

Do participants have to be employees of the company?

Not necessarily, since they can also be directed to new employment positions in the companies. In this case, in addition to identifying the target audience and the profile of the participants, the proposal must include the selection and recruitment strategy. Companies may commit additional funds to offer internships to people trained by the program for a period and number of students to be defined in each project.

Which institutions may apply?

Proposers of training projects or plans may be:

1. Companies of the prioritized segments, individually or as an association.

2. Institutions of these segments (e.g. business associations, foundations) or educational institutions, with the endorsement of the companies (individual or associative).

What happens if the proposal does not have an educational institution?

Plan proposals must be submitted to the program with the selected educational institution or specialized professional, and it is also possible for the company to develop the course with internal trainers. In all cases it must be accompanied by the training proposal.

Can I submit more than one course at the same time?

It is possible to submit more than one course on the same form with objectives, goals and budget identified for each case. By mutual agreement, differentiated reimbursement may be established for courses that are part of the Plan. It is also possible to submit more than one proposal during the year, provided that the maximum amount of subsidy per company per year does not exceed $ 2,000,000.

Is it possible to submit a training proposal for only one person within the company?

No, it is not. All proposals must have a minimum of 10 participants per course. In the case of service exporting companies that do not have the possibility of forming groups of 10 people, they can associate with other companies that have the same requirements and form an associative proposal. Exceptionally, proposals may be accepted with a minimum of 5 persons; the Evaluation Committee must approve this exception.

Can proposals be submitted to participate in seminars and congresses?

No. Actions exclusively focused on assistance for participation in seminars, conferences or congresses, individual scholarships for studies or training are not eligible.

Is training possible for companies based in Uruguay that hire foreigners?

Yes, it is possible. In companies located in Free Trade Zones, in all cases the foreign participants in the training must maintain the same relationship foreseen for the plan that enables the Free Trade Zones.

Is it possible to submit a proposal that will be implemented the following year?

In principle, we prefer to approve and sign agreements with plans that foresee the start of implementation within 60 days of submission to the program. However, longer-term plans may be considered in the interactive exchange process.

Can I start the training plan prior to committee approval?

No, it must be previously approved in order to start the course and the Uruguay XXI Approval resolution must be notified. Otherwise, the expenses generated cannot be taken into account for the reimbursement request.

How long does it take to be reimbursed once the training plan is completed?

Companies have an additional 45 days to render the expenses and submit the documentation once the course has been completed. After this period, the program will cancel the reimbursement.

Once the course has been completed, the proposers must render accounts to the Program by submitting a report and the respective payment vouchers. Once the report has been submitted, the company will receive reimbursement for the training expenses the following month.
